Module 3 Week 3: The implementation of (individual) interventions

Welcome to the third, and last, week of this module!

This third module focuses on interventions on the individual level. First, you have learned about interventions on how to treat as well as to prevent complications from heat waves. Now it’s time to think about how to implement these interventions.

  This week’s work

 1.     Before learning more about implementation, please read the case of Mr. Smith. And make a first plan for the purchase of a useful device for Mr. Smith. He is doubting between an air-conditioner and an evaporative cooler. He asks you to help him: what are the pro’s and con’s of these two devices? Please check that out for Mr. Smith, and write it down for him. Later this week, we will get back to Mr. Smith.

 About Implementation

When dealing with heat waves and its consequences for older people, just buying a device is not enough. It often requires some research, and balancing the (dis)advantages. Also, the capabilities of the end-user should be taken into account. Here, an implementation plan might be helpful. But before you delve into making a more thorough implementation plan, please read the text below.

 2.     Implementation is often defined as ‘the act of putting a plan into action’. There is a lot of literature about implementation, and the general belief is that implementation is more successful when its various phases have been processed more carefully. On the internet, you will find dozens of (workable) models which illustrate these phases. There is no such thing as only one good implementation model, but most of them have a lot in common. Some models are limited to the description of pro’s and con’s, whereas other models are more elaborate, and focus also on good research, budget planning, site assessment, purchase, installation, training and follow-up. Some other models focus more on who is needed, in what stage, and what should their contribution be like. It depends on the context, and your personal preferences, which model will work for you. Should the implementation work less well than you expected, then rethink whether you have chosen the right model. Maybe another implementation model would have been better.

Now, please look on the internet, and select at least 3 different implementation-models. Describe them in your own words, and chose your favorite. What are your arguments? A list of pro’s and con’s per module might be helpful here.

 3.     Knowledge check

You have learned about individual interventions, and about implementation strategies. To check whether or not you have understood most of this material: please read again the case of Mr. Smith. He is happy with the information you provided earlier this week, and is now considering to purchase an evaporative cooler. He asks you to support him with this. You decide to make an implementation-plan, that will help him throughout this process. How would such an implementation plan look like? Please make one, and be as complete as possible.

To help students with their first assignment this week (pro’s and con’s of two devices) as well as with their knowledge-check, some possible answers, and a possible implementation plan is given below. Note that this should not immediately be visible to them, but after they have written / uploaded their own answers and plan!

Pro’s and con’s of airconditioning and evaporative cooling

First, you will find 3 possible pro’s and con’s of both air-conditioning units and evaporative coolers. Are they the ones you found?

 1. Air Conditioning Unit:

Possible pro’s:

  • Effective Cooling: Air conditioning units offer instant relief from the heat by rapidly cooling indoor spaces, providing comfort even during the hottest days.
  • Improved Air Quality: Modern air conditioners come with filters that help purify indoor air, reducing the presence of allergens and pollutants, which is particularly beneficial for individuals with respiratory issues.
  • Enhanced Comfort: With adjustable settings, air conditioners allow users to maintain their preferred temperature levels, promoting better sleep and overall well-being, especially for older individuals who may be more sensitive to temperature extremes.

Possible con’s:

  • High Energy Consumption: Operating air conditioning units can significantly increase electricity bills, especially if used continuously or inefficiently.
  • Installation and Maintenance Costs: Initial installation costs and regular maintenance expenses can be substantial, potentially posing a financial burden for retirees on fixed incomes.
  • Environmental Impact: Air conditioning units contribute to greenhouse gas emissions, exacerbating climate change and environmental degradation.

2. Evaporative Cooler:

Possible pro’s:

  • Energy-Efficient Cooling: Evaporative coolers consume less energy compared to traditional air conditioners, making them a cost-effective cooling solution in regions with dry climates like Mr. Smith's.
  • Natural Cooling: Unlike air conditioners that rely on refrigerants, evaporative coolers use water evaporation to cool the air, providing a more environmentally friendly and sustainable cooling option.
  • Portability and Easy Installation: Evaporative coolers are often portable and require minimal installation, offering flexibility in placement and ease of use.

Possible con’s:

  • Limited Effectiveness in Humid Climates: Evaporative coolers are most effective in dry climates where humidity levels are low. In humid regions, their cooling efficiency decreases, rendering them less effective.
  • Maintenance Requirements: Regular maintenance, including cleaning and refilling water reservoirs, is necessary to ensure optimal performance and prevent the growth of mold and bacteria.
  • Increased Indoor Humidity: Evaporative coolers add moisture to the air, which can be uncomfortable and potentially problematic for individuals with respiratory issues or allergies.

A Possible Implementation Plan for Mr Smith: Purchase and Installation of an Evaporative Cooler

Objective: To purchase and install an evaporative cooler for Mr. Smith's residence to provide efficient and sustainable cooling during hot summer months.
